§ 4.04.010 APPLICATION AND PERMIT REQUIRED.
   No unauthorized person shall uncover, make any connections with or opening into, use, alter, or disturb any public sewer or appurtenance thereof without first completing an application for service at city hall and obtaining an excavation of streets and alleyways permit.
