The creation of Street Maintenance District #4 and the doing and carrying on of the work and sprinkling, sweeping, flushing the streets, avenues and alleys in Street Maintenance District #4 of the city and oiling, maintaining, repairing, improving the pavements in Street Maintenance District #4 and keeping the improvements therein in a durable and continuing manner is necessary for sanitary and drainage purposes, and for the health and convenience of the city, and especially for that part of the city lying within the boundaries of said Street Maintenance District #4 and for the public safety.
