The assessments for the cost and expense of sprinkling and providing for the repair, upkeep and maintenance of works and improvements within Street Maintenance District #4 shall be upon square footage basis; that is to say each lot, or parcel of land within such district shall be assessed for that part of the whole, which its area bears to the area of the entire district, exclusive of streets, avenues, alleys and public places.
