(A) The Joint Greensburg-Decatur County Animal Control Board shall be composed of five members. Two shall be appointed by the Board of Commissioners of the county, two shall be appointed by the Mayor of the City of Greensburg, and one shall be appointed by the other four members.
(B) Members of the Greensburg-Decatur County Animal Control Board shall be compensated from the funds budgeted by such Board at the rate approved by the city and county fiscal bodies.
(C) The Joint Greensburg-Decatur County Animal Control Board shall determine its total budget request and submit the same to the County Council of Decatur County and the City Council of Greensburg, and each fiscal body shall determine the appropriations to be made.
(D) The Joint Greensburg-Decatur County Animal Control Board shall elect a president, secretary and a treasurer from its membership who shall each serve for a term of one year. Officers shall be elected annually at a Joint Greensburg-Decatur County Animal Control Board meeting to be held prior to December 31 each year and shall take office on the first Monday of the following year.
(E) The monies appropriated by the participating political subdivision shall be deposited in a Joint City-County Animal Control Board fund in the custody of the County Auditor. Monies may be withdrawn only upon vouchers signed by an officer of the board.
(F) The Joint Greensburg-Decatur County Animal Control Board shall have the authority to accept gifts of money or property, and may accept such gifts subject to conditions imposed by the donor if the Board determines that acceptance of such gift is in the public interest.
