(A) (1) Only vehicles which are owned or operated by employees of the county may be parked in the lot at the northeast corner of Franklin and Main Streets between the hours of 7:00 a.m. and 4:00 p.m., Monday through Friday.
(2) Any vehicle which has been parked in this lot in violation of this division (A) shall be towed to a secure location at the owner's expense.
(3) The County Highway Department shall place a sign or signs at the appropriate locations to notify the public that use of the parking lot is limited to county employees and that vehicles parked in violation of this division (A) shall be towed at the owner's expense.
(B) Motor vehicles of persons other than county employees hereafter parked upon the county's parking lot shall be towed away to a specific location and impounded until the towing charges have been paid by the owner or operator of such vehicle.
(C) On the south side of Washington Street, between Franklin and Broadway Streets (the north side of the courthouse), parking shall be reserved for courthouse patrons that are in the Decatur County courthouse conducting business, including jurors, between the hours of 7:00 a.m. and 4:00 p.m.
(1) Any vehicle parked in violation of this division (C) shall first be cited by any available law enforcement personnel, and then towed to a secure location at the owner's expense. Such towed vehicles shall be impounded until the towing charges have been paid.
(2) The County Highway Department shall place a sign or signs at the appropriate locations to notify the public that use of the parking spaces is limited to courthouse patrons and that vehicles parked in violation of this division (C) from 7:00 a.m. and 4:00 p.m. shall be cited and towed at the owners expenses. Penalty fees shall be $20 plus court costs.
