(A) Purpose. The purpose of this subchapter is to establish a non-reverting operating fund for the Decatur Train Depot and Ancillary Railroad Structures to be used for the purposes hereinafter established.
(B) Fund. There is hereby established a Decatur Train Depot Non-Reverting Operating Fund for construction, maintenance, repairs and improvements to the Decatur Train Depot and Ancillary Railroad Structures.
(C) Rental fees. Rental fees established by the Decatur Common Council for use of its Train Depot or any Ancillary Railroad Structures, and donations towards said improvements, upon collection, shall be deposited into the Train Depot Non-Reverting Operating Fund established herein.
(D) Use of funds. Expenditures can be made from this fund by the Common Council of the City of Decatur, without appropriation, for construction, maintenance, repairs and improvements to the Decatur Train Depot and Ancillary Railroad Structures. The monies of this fund shall be dispersed only upon claims approved by the Decatur Common Council.
