§ 96.16 REVIEW BY THE BOARD OF WORKS.
   The Board of Works of the city shall have the right to review the conduct, acts and decisions of the City Street Commissioner, Superintendent of Parks Department, City Forester or the Tree Board. Any person may appeal any ruling or order to the Board of Works of the City of Decatur which may hear the matter and make final decision.
