No person shall be permitted to remain, stop or park within the confines of a park between the hours of 10:00 p.m. and 6:00 a.m. prevailing local time, except in an overnight fee permit, family or designated youth group camping areas; in an emergency, or with a special permit for just cause issued by the Superintendent; or except at special facilities where other authorized and posted hours are designated by the Superintendent.
