Any duly vaccinated dog or dogs found running at large within the city limits, destroying property, flower beds or shrubbery, upsetting garbage cans or creating a general nuisance may, upon proper complaint, be impounded. The owner or owners of such dog or dogs may redeem or recover such dog or dogs by paying restitution for damages, if any, and by paying all costs of impoundment.
