SCHEDULE X. REDUCED SPEED LIMITS IN PARKS.
   Whenever the Common Council shall determine, upon the basis of an engineering and traffic investigation, that the speed of 20 mph is greater than is reasonable or safe under the conditions found to exist at any intersection, playground, picnic area or other place upon any art of the area, roads or drives within the park, the City Council may determine and declare a reasonable and safe prima facie speed limit thereat, which declaration and determination so made shall be effective when appropriate signs giving notice thereof are erected at the intersections, playgrounds, picnic areas and other places upon the park roads or drives.
