(A) It is the duty of the Police Department to enforce the provisions of this traffic code. Additionally, the provisions of this traffic code may be enforced by any officer of the city and any other duly constituted law officer of the county or of the state.
(B) The Police Department is empowered to make and enforce regulations necessary to make effective the provisions of this traffic code and to make and enforce temporary regulations to cover emergencies.
