(A) For the use and the service rendered by the Decatur Sewage Works sewage charges shall be payable as hereinafter provided and shall be in an amount determinable as follows:

(B) The Board is empowered to determine and to collect such charges as it may reasonably provide for under special agreements entered into by the Board, on behalf of the city, under this chapter.
(C) New users that connect to the sewer collection system after March 31, 2021, for the purposes of sending sewage to the Wastewater Treatment Plant, shall pay a system development fee in the amount equal to the fee as provided for in the following table:
