(A) Except as otherwise provided by the Board of Public Works and Safety, the city, or the state or any of its agencies, a person shall not construct or maintain a privy, septic tank, cesspool or other facility intended or used for the disposal of wastewater.
(B) Except that, existing septic tank system and fields may be repaired and maintained in accord with applicable laws and ordinances.
