(A) Purpose. The purpose of this section is to establish a second non-reverting fund for the Decatur Police Department to be used for the purposes hereinafter established.
(B) Fund. There is hereby established a Decatur Police Department Betty J. Walters Estate-Non-Reverting Fund to accept proceeds from the Estate of Betty J. Walters.
(C) Donations. Donations received by way of gifts, bequests and devises, specifically such proceeds received from the Estate of Betty J. Walters shall be deposited into the non-reverting fund established herein.
(D) Use of funds. Expenditures can be made from this fund by the Decatur Police Department, without appropriation, for equipment, training, and other discretionary Department needs. The monies of this fund shall be dispersed only upon submission of a claim by the Decatur Police Department and approval by Common Council of the City of Decatur.
