(A) Purpose. The purposes of this subchapter are: (1) to abolish an existing Decatur Parks and Recreation Department Non-Reverting Fund established in Ordinance No. 2015-8; (2) to establish a new non-reverting fund for the Decatur Parks and Recreation Department to be used for maintenance and improvements to the REV Sports Complex at Hanna-Nuttman Park; (3) to transfer funds from the abolished non-reverting fund to the fund created herein; and (4) to authorize deposit of donations and fees into the fund created herein or to the Decatur Parks and Recreation Department Operating Fund.
(B) Fund. There is hereby established a Decatur Parks and Recreation Non-Reverting Fund, to be known as the REV Sports Complex Fund, for maintenance and improvements to the REV Sports Complex at Hanna-Nuttman Park.
(C) Donations, fees and transferred funds. Donations for maintenance and improvements to the REV Sports Complex and 75% of league fees assessed for use of the REV Sports Complex, as well as 75% of REV Sports Complex concession fees, tournament fees and other miscellaneous revenues generated through the use of the REV Sports Complex facilities shall be deposited into the REV Sports Complex Fund established herein. The remaining 25% of REV Sports Complex league fees, concession fees, tournament fees and other miscellaneous revenues generated through the use of the REV Sports Complex facilities shall be deposited into the Decatur Parks and Recreation Operating Fund. Any funds currently held in the fund created by Ordinance No. 2015-8, abolished herein, shall also be deposited into the REV Sports Complex Fund established herein.
(D) Use of funds. Expenditures can be made from the REV Sports Complex Fund for operations, maintenance and improvements to the REV Sports Complex at Hanna-Nuttman Park. The monies deposited into the REV Sports Complex Fund shall be dispersed only upon approval by the Decatur Parks and Recreation Board and approval of a claim by the Decatur Common Council.
