There is adopted for the purpose of establishing rules and regulations for the use of all streets and public thoroughfares, and all areas of the City, that certain code, identified as the 1977 edition, Idaho Motor Vehicle Laws, more particularly title 49, Idaho Code, published by the Department of Law Enforcement and the same is incorporated as an ordinance of the City as fully as if set forth in length in this section.
