It is unlawful for any person within the corporate limits of the City to drink any intoxicating liquors in any street, alley, public building, public ground, or public meeting place, or for any person to wrongfully go upon the grounds of any other person, corporation, association or business and drink intoxicating liquors, unless such consumption or drinking shall be specifically provided for and permitted by law.
