8.12.030: DECLARATION OF NUISANCE; ACTS PROHIBITED:
   A.   Causing or allowing a "nuisance", as defined herein, to exist is hereby declared to be unlawful.
   B.   The acts of allowing noxious weeds are declared a nuisance and are prohibited. Grass must be kept at six inches (6") or less in height. Pasture property not used for grazing livestock must be maintained in a manner that does not create a fire hazard as determined by a representative of the local Fire Department.
   C.   The acts of allowing any substance emitting an odor which annoys any person of ordinary sensibilities are declared a nuisance and are prohibited.
   D.   The acts of allowing any loud or unusual noises and annoying vibrations which offend the peace and quiet of persons of ordinary sensibilities are declared a nuisance and are prohibited, provided that certain events may be granted a variance from the City Council.
   E.   The placement or storage of the following things on public or private property in the view of other property is hereby declared to be a nuisance:
      1.   Inoperable, abandoned, partially dismantled or wrecked automobiles, or other inoperable recreational vehicles or vehicle parts shall be deemed a nuisance. If a property owner or occupant has two (2) or less of the aforementioned items, then the property owner or occupant may abate said nuisance by either: a) removing said items within three (3) months from the date of written notice of said violation to the property owner or occupant; or b) by complying with the exceptions set forth in section 8.12.040 of this chapter. Any vehicle parked on public property must be licensed.
      2.   Refuse or debris other than that which has been collected to await arrival of the City's garbage collector.
      3.   Animal waste or decaying carcasses.
      4.   Inoperable, abandoned, partially dismantled machinery, equipment, or implements, including junked trailers.
      5.   Furniture, mattresses or appliances.
      6.   Partially dismantled buildings or building supplies.
      7.   All hanging signs, awnings and other similar structures over the streets or sidewalks so situated or constructed as to endanger public safety.
      8.   Filthy, littered or trash covered cellars, house yards, factory yards, vacant areas in rear of stores, vacant lots, houses, buildings or premises containing trash, litter, rags, junk, accumulation of empty barrels, boxes, crates, packing cases, lumber or firewood not neatly piled, scrap iron, tin and other metal not neatly piled, or anything whatsoever in which insects, rats, or other animals may breed or multiply or which may be a fire danger.
      9.   Any unsightly building, billboard, or other structure or any old abandoned or partially destroyed building or structure or any building or structure commenced and left unfinished or any abandoned well or excavation not properly protected and which may attract children and endanger them in the course of play.
