If any section, subsection, sentence, clause, phrase, or portion of this chapter is for any reason held to be in violation of the Constitution or laws of the United States or the State of Idaho by any court having competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holdings shall not affect the validity of the remaining portions thereof.
