A. The Director shall take cognizance of all solid waste related nuisances within the limits of its jurisdiction of the City and shall take such measures as may be effectual to suppress and abate the same, including contracting to abate such nuisances and billing the property owner for the expenses of abatement.
B. The improper collection, disposal or discharge into the atmosphere of hazardous materials is declared to be a nuisance and is unlawful. (Ord. 265 § 15, 1987)
