No producer shall be permitted to refuse collection services provided for in this chapter, and the failure of any producer to receive such service shall not exempt such producer from payment of charges provided for in this chapter, save and except any of those producers residing in areas in which collection service is not available for the entire area, and in such areas where no service is rendered. The boundaries within the Municipality exempted from such charges shall be established by the Council; provided, however, that the Council shall have authority to grant exemptions from payment of charges, as herein provided, to churches, nonprofit entities, fraternal organizations, and producers as defined herein, which satisfy the Council that they do not produce or generate solid waste. The franchisee shall not be obligated to furnish service to such exempt business or residential units. (Ord. 265 § 6, 1987)
