No person shall subdivide any tract of land which is located wholly or in part in the City, or within the area of City impact unless he shall first have or cause to have made a plat thereof as required by title 50, chapter 13, Idaho Code, and as set forth within this chapter. It is unlawful to receive or record any plat or replat within the above boundaries until such plat has been reviewed by the commission and approved by the Mayor and Council and bears the approval, by endorsement, of the City Engineer and the City Clerk.
