13.12.140: HARDSHIP PROCEEDINGS:
Any owner who has received any notice may contact the City Clerk before the next regular Council meeting of the City Council following the receipt of such notice and request to be placed on the agenda of the next regular meeting of the City Council for the purpose of requesting that they be heard by the City Council as to any reasons that the water should not be shut off. After hearing such owners regarding the reasons that their water should not be shut off the City Council may allow such person additional time to make payment or take other action deemed appropriate by the City Council.
