13.08.040: PROVISIONS ON RESALE OR PROCUREMENT OF WATER FROM USER:

No water user in the City shall resell any water obtained from the water system, and no person or business firm in the City shall procure water in any manner from any water user or users without consent of the City Council. (Ord. 358, 2011)
