A. After the effective date of this chapter, the City shall collect from each potential user, either in advance or at the time a building permit is issued, the collection system connection fee. The fee shall be in addition to other permanent fees, sewer line construction costs and sewer user charges as described in this chapter.
The collection system connection fee (CSCF) related to the operation, maintenance, repair, replacement, and debt retirement costs of the City's collection system. This fee also shall be established by resolution of the City Council, to be reviewed annually and may be changed from time to time. The fee established shall be per ER and the potential user shall pay the number of ERs times the fee. (Ord. 275 § 2, 1989)
