It is hereby determined and declared to be necessary and conducive to and for the protection of the health, safety and welfare of the public and the inhabitants of the City to regulate and administer waste water disposal within the City. To that end, it is necessary to control the use and provide for an equitable distribution of the costs and expenses of maintenance, operation, upkeep, repair and replacement and debt retirement for the entire sewer system of the City, which includes the collection facilities, the pump station and transmission facilities owned by the City.
