For the purpose of the ordinance codified in this chapter and other ordinances that may be passed that are relevant to this chapter, the sewer system operated by the City shall be known as the "Deary sewer system". A department is hereby established to administrate the sewer system and the said department shall be known as the Sewer Department. The Deary sewer system is separate and distinct from the Deary water system and the revenues and the obligations of each department shall be separate and distinct and the commitment of the revenues of one department shall not be a commitment of the revenues of the other.
