12.04.170: BACKFILLING SPECIFICATIONS:
Excavations made in all streets, alleys or sidewalks of the City for whatever purpose shall be backfilled in accordance with the following specifications:
   A.   Excavations shall be made in such manner and with the necessary precautions to protect the workmen and general public at all times.
   B.   Street excavations shall be compacted with mechanical tampers.
   C.   Mechanical tamping units shall be approved air, gasoline or electrically driven tampers. Adequate power and incidental equipment shall be supplied to operate the tamper units efficiently to compact the material to requirements of this section.
   D.   The backfill material shall be placed in layers as nearly horizontal as practicable, not exceeding six inches (6") in thickness, loose measurement, and each layer shall be compacted to meet soil compaction requirements. Backfill material to be so compacted shall be placed at a rate which will permit efficient use of mechanical tampers in securing the required compaction.
   E.   The moisture content and quality of the backfill material shall be approved by the Commissioner of Streets and material deficient in moisture shall have water added at the source of the backfill material.
   F.   No material shall be placed which is too wet to attain required compaction. (Ord. 205 § 7, 1977)
