Permission by the City for street excavating or cutting of any pavement, sidewalk or other improved street or alley for the purpose of making any utility connection to any building shall be granted to licensed plumbing contractors or bonded utilities or their agents. No other persons will be permitted to make any street excavations or cuts whatsoever without prior written approval of the Commissioner of Streets. (Ord. 205 § 5(a), 1977)
