(A) The Soil Conservation Service, United States Department of Agriculture, in cooperation with Purdue University Agricultural Experiment Station, has identified, classified and mapped the soils within Dearborn County. The three classifications developed by the Soil Conservation Service to describe limitations present within different soil types for on-site sewage disposal systems are slight, moderate and severe. As most soils in Dearborn County are rated severe, this means that the limitations are severe enough to require extreme measures to overcome soil limitations in Dearborn County. As such, a soil report must be provided to the Dearborn County Health Department by a registered soil scientist.
(B) Where any lot or parcel in Dearborn County proposes to utilize an on-site sewage disposal system, the homeowner shall, at the discretion of the Health Officer, or his or her agent, be required to install certain alternative sewage disposal systems. The following minimum requirements are based on current technology necessary to satisfy the provisions of Section 3, General Requirements, Subsection 3.5 of the Indiana State Department of Health, and 410 Indiana Administrative Code 6-8.3. Consistently changing technology, based upon additional research, may dictate additional requirements to overcome the limiting factor found in certain soils. "Technology new to Indiana" or "TNI", as defined by 410 Indiana Administrative Code 6-8.3-50, may be permitted if approved by the Indiana State Department of Health. Minimum requirements are as follows:
(1) The minimum square footage of the absorption field shall be 500 sq. ft. per bedroom with a minimum absorption area size of 1,000 sq. ft.
(a) Outbuildings for personal use with no bedrooms or bedroom equivalents may be able to connect to the homeowner's existing system at the discretion of the Health Officer or his or her agent. Outbuildings for personal use which cannot connect to the homeowner's existing system shall conform to the minimum requirement of 1,000 sq. ft. absorption area size.
(b) Outbuildings for personal use with a bedroom or a bedroom equivalent shall be added to the total number of bedrooms or bedroom equivalents for the dwelling.
(2) Artificially enhanced or natural drainage shall be installed around the absorption field according to the requirements set forth by the Indiana State Department of Health and as found in 410 Indiana Administrative Code 6-8.3.
(3) No absorption field shall be constructed during periods of precipitation or when soil conditions do not meet installation requirements.
(4) Excess scraping and/or removal of top soil in the area of the absorption field shall be prohibited.
(C) If the project engineer and/or land surveyor determines that there are other acceptable alternatives to the minimum on-site sewage disposal system to overcome any soil limitation, he or she may recommend an alternative. Such recommendation shall state the limitations found and recommend the alternative system to overcome this situation. Any alternative system must be acceptable to the Health Officer after consultation with the Indiana State Department of Health.
