(A) The Communications Board shall receive applications for the position of Communications Coordinator, shall review the applications, shall interview prospective employees, and shall provide a list of the top five applicants, at a maximum, to the Commissioners, along with a summary of the qualifications of each and the recommendation of the Board, if any.
(B) The Communications Board shall assist in the development of the job description for the Communications Coordinator and the duties and responsibilities of that position. It is the responsibility of the Board to develop, maintain, and recommend standard operating procedures to the Commissioners for approval.
(C) The Communications Board shall serve as the immediate supervisor of the Communications Coordinator. The Communications Board may recommend removal of the Coordinator to the Commissioners.
(D) The Communications Board shall review the recommendations of the Communications Coordinator for the annual budget and shall submit its budget recommendation to the Commissioners annually.
(E) The Communications Board shall prepare, with the assistance of the Communications Coordinator, a ten-year capital improvements program, including estimates of costs of construction and staffing. The capital improvements program shall be submitted initially to the County Commissioners no later than the first anniversary of BC Ord. 5-1995, and shall be updated annually with a report submitted to the Commissioners as the first meeting of the Commissioners following the completion of the annual update.
