Houses and structures that were numbered prior to the effective date of this subchapter shall be renumbered in order to comply with the uniform numbering system and so that the numerical harmony throughout an area, or areas, is substantially achieved. The County Plan Commission, as designated in this subchapter, shall authorize such changes.
