(A) The purpose of this program shall be to allow for public participation in the purchase of materials for existing county roadways to improve these roadways with the placement of asphalt. It is further the purpose of this program to encourage citizens to assist with the improvement of roadways especially in subdivisions which otherwise may not be considered for improvement.
(B) The program outlined herein shall only be available to homeowners or residents and groups of homeowners or residents wishing to have improvements made to existing county roadways upon which they live. This program shall not be available to contractors or developers.
