§ 70.03 WEIGHT LIMITS DURING CERTAIN TIMES OF YEAR.
   (A)   No person shall operate or cause to be operated or moved upon any county highway any vehicle or combination of vehicles having a gross weight, including said vehicle and any load being carried, in excess of 75% of the vehicle weight limitations which would be permitted under § 70.02 or in excess of any posted weight limitations for bridges located on all highways in the county from February 1 through March 31 or each year.
   (B)   An owner of a vehicle may not cause or knowingly permit it to be operated or moved upon any county highway an vehicles or combinations of vehicles having a gross weight, including said vehicle and the load being carried, in excess of 75% of the vehicle weight limitations set forth in § 70.02 or in excess for any posted weight limitations for bridges located on all highways in the county from February 1 through March 31 of each year.
   (C)   The County Highway Superintendent may, in the exercise of sound discretion and upon due application in writing made to him, authorize operation in excess of the above stated limits on a per trip basis upon a showing of extraordinary circumstances and upon proof of insurance or other security adequate to cover potential damage caused by the excepted trip.
   (D)   Revenues generated as a result of fines from enforcement of this section shall be deposited into a Special Highway Fund which fees and revenues shall be utilized specifically to maintain and preserve the county roads.
   (E)   Revenues generated and deposited in the Special Highway Fund may be used only for the specific purpose set forth in this section said expenditures to be limited to improving and maintaining county highways.
   (F)   This section shall be enforced by the County Sheriff's Department.
    (G)   The provisions of this section shall not apply to vehicles traveling on Marsh Road between the intersection of U.S. #50 and a point 1,000 feet north of the intersection of Marsh Road and U.S. #50 and Randall Avenue.
