Sec. 2-365. - Recreation and parks commission.
   (a)   There is hereby created and established in and for the city a commission to be known as the recreation and parks commission which shall consist of 21 members appointed by the mayor in accordance with the provisions of the charter; 11 shall constitute a quorum. The members of such commission shall be appointed immediately and shall qualify by taking an oath of office to be filed with the city clerk. The meetings of such commission shall be conducted in accordance with the Robert's Rules of Order and the Open Meetings Act (MCL 15-261, et seq.).
   (b)   The recreation and parks commission shall organize annually by electing a chairman, a vice-chairman and a secretary from among their number at the regular February meeting.
   (c)   The recreation and parks commission of the city shall be charged with the following duties:
      (1)   It shall act as advisory body and recommend to the department of recreation and parks sports events and recreational programs that it deems appropriate to the healthful development of sound bodies and minds of the children, youths and adults residing in the city.
      (2)   It shall act as the appellate board for any and all disputes which may arise concerning the interpretation of rules applicable to, and suspensions for unsportsmanlike conduct arising out of, any sports contest, event or game in the city, sponsored and conducted under the auspices of the department of recreation and parks.
      (3)   It shall act as appellate board for any and all allegations of code of conduct violations that may occur at any of the facilities and/or parks, including Camp Dearborn, that fall within the jurisdiction of the department of recreation and parks.
      (4)   It shall recommend to the department of recreation and parks and/or the Dearborn Community Fund, a comprehensive program of neighborhood recreation, which may include participation in the establishment of scholarships and/or fee assistance for the use of recreational facilities by underprivileged youth.
