Sec. 2-364. - Senior citizens commission.
   (a)   There is hereby created and established in and for the city a commission to be known as the senior citizens commission which shall consist of not less than five or more than nine members appointed by the mayor in accordance with city charter. Members of the commission shall be appointed from a wide variety of backgrounds.
   (b)   The senior citizens commission shall organize by annually electing a chairman and vice-chairman from its membership, shall adopt its rules and procedures and shall hold such meetings either regular or special, as it may determine necessary to carry on its work. The director of the department of recreation and parks shall provide administrative and clerical assistance to the commission.
   (c)   The senior citizens commission shall act as an advisory body to the department of recreation and parks making recommendations and suggestions and aiding and cooperating in carrying out all of the duties of the senior citizens division; provided, however, the commission shall not, at any time, invade or supplant the duties and functions of the department of recreation and parks but at all times shall aid and coordinate such activities.
