The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
Highway shall mean and refer to any and all streets, avenues, boulevards, public alleys, thoroughfares, public places or highways in the city.
Highway maintenance and repair fee shall mean that charge which is made by the city to compensate it for the services rendered by the city which are in part used and enjoyed by any licensee covered by this article, and shall include the expenses incurred by the city for maintaining and repairing the pavements and the highway surfaces traversed by any vehicles of the licensee, removing snow from such highway surfaces, installing and maintaining adequate drainage for such highways, lighting and cleaning such highways, and furnishing and maintaining traffic controls along such highways through mechanical equipment or police officers.
Motorbus shall mean any motor propelled vehicle that is operated as a common carrier of passengers for hire over a fixed or established route in the city, but shall not include streetcars or motorbuses engaged in interstate commerce.
