There is hereby authorized the establishment of an organized police reserve company to be used temporarily in time of emergency and danger, civil unrest, natural disaster, riot, special events, or on such other occasions as the mayor or the chief of police may determine that their use is necessary for increased public safety and the preservation of law and order.
