It shall be unlawful for the owner, lessee or occupant, or any person having charge of any lot or parcel of land being used for commercial or business purposes of any nature within the city to permit or allow an unsightly amount of dirt, rubbish, trash or debris of any nature to accumulate on the sidewalk adjoining such establishment. The presence of such items upon any sidewalk adjoining any business or commercial establishment within the limits of the city is hereby declared to be a public nuisance.
