Sec. 5-128. - Fence regulations in residential districts.
   (1)   Location and height.
      (a)   Line fences in residential districts shall not exceed six feet in height.
      (b)   Permitted one-foot-high decorative tops on new fences are allowed provided that the height of the fence does not exceed six feet.
      (c)   No fence shall be permitted to extend into one's own front yard. No fence shall be located beyond the rear yard or project into the side yard farther than three feet from the side grade door opening to enclose the door in a side yard.
      Exemptions:
         1.   Decorative fences;
         2.   Houses located on corner lots may extend to the established front building line provided that the adjacent yard is not a front yard.
      (d)   Fences shall be permitted on the side street lot line on corner lots between the established building line and the front lot line. Such fences shall taper from four feet in height at the building line to two feet at the front lot line or such fences may have a uniform height of two feet.
      (e)   Fences located on a corner lot with no residential housing on the relevant side street may be located on the property line or no closer than one foot to the edge of the sidewalk.
      (f)   Only one fence may be constructed on any common or adjoining property line.
      (g)   Where no house is built on a residence-zoned lot, a line fence or a fence across the lot shall not be built closer to the street than the established front building line along such street.
      (h)   Where a house has a side yard that is at least 16 ft. in width, but does not have a side door opening, a line fence or a fence across the lot shall not be built closer to the street than 10 ft. behind the building line along such street in order to enclose the side yard.
   (2)   Privacy screens. Privacy screens may be placed on the interior of the lot in the rear yard, subject to the following:
      (a)   A minimum clearance of six feet shall be provided between the proposed privacy screen and along any other fence, structure, or property line.
      (b)   Privacy screens shall not exceed six feet in height.
      (c)   Privacy screens shall be constructed of the materials cited previously in this article, subject to review and approval by the building official.
      (d)   Privacy screens shall be freestanding and self-supporting.
      (e)   Only one privacy screen may be constructed along any common or adjoining property line.
