It shall be unlawful for any owner, or agent in charge of premises, not to post or not to have posted in a conspicuous place on the front of any principal building located on or along any street in the city, or to fail, neglect or refuse to repair or to replace the number of the street address assigned thereto by the city engineer. This article is needed in the interest of public safety for the quick identification of any premises by the police and/or fire departments, as well by other departments in the city and in serving the public convenience.
