Sec. 14-132. - Consumption of alcoholic beverages on public highways and streets.
   (a)   It shall be unlawful for any person within the city to consume any alcoholic beverages on a public highway or street, or in a vehicle which is moving, standing or parked on a public highway or street. A public highway or street shall include parking lots open to the public generally, such as, but not limited to, school parking lots.
   (b)   Any person who possesses or has under his control an open container which is partially filled with any alcoholic beverage on a public highway or street or in a vehicle which is moving, standing or parked on a public highway or street shall be presumed to have consumed such beverage in violation of this section.
