If an animal is diseased, vicious, dangerous, rabid or exposed to rabies and such animal cannot be impounded after a reasonable effort, or cannot be impounded without serious risk to the persons attempting it, such animal may be immediately killed by or under the direction of the Animal Control Officer or his or her designee. The city shall make reasonable attempts to provide notice to the owner.
