§ 154.04 EXCEPTIONS.
   (A)   The requirements of this section shall apply unless the Zoning Administrator determines:
      (1)   Placing of utilities underground would not be compatible with the planned, existing or surrounding development;
      (2)   The additional cost of undergrounding such utilities would create an undue financial hardship; or
      (3)   Topographical, soil or any other conditions make the underground installation unreasonable or impractical.
   (B)   Any person aggrieved by the decision of the Zoning Administrator may appeal the decision to the City Council by filing written notice of appeal with the City Clerk within ten days after a decision is made. An appeal shall automatically stay the Zoning Administrator’s decision.
