(A) No person shall place, or cause to be placed, any snow which is removed from private property upon the right-of-way of any public street or roadway within the city.
(B) Further, no person shall place, or cause to be placed, snow on private property which causes a view of traffic to be obstructed from any public street or roadway to another public street or roadway within the city.
