In accordance with M.S. §§ 237.162, Subd. 8(3), and 237.163, Subd. 8, as they may be amended from time to time, and the Public Utility Commission Rules, all work performed in the right-of-way shall be done in conformance with the Standard Specifications for Street Openings, as promulgated by the city and at a location as may be required by § 152.55(B) of this chapter. The city may enforce local standards pursuant to its inherent and historical police power authority, so long as such standards do not impose greater requirements than those found in the Public Utility Commission Rules.
