After review of the license application, investigation report and public hearing, the City Council may grant or refuse, for one or more of the reasons set forth in § 115.40 of this chapter, the application for a new or renewed pawnbroker or secondhand goods dealer license. A license will not be effective unless the application fee and bond have been filed with the Chief of Police.
