§ 115.31 INVESTIGATIONS.
   (A)   The city, prior to granting an initial or renewed pawnbroker or secondhand goods dealer license, shall conduct a background and financial investigation of the applicant. Any person having a beneficial interest in the license shall be investigated. The Chief of Police shall cause to be made such investigation of the information requested in this chapter and shall make a written recommendation and report to the City Council. The Chief of Police shall verify the facts stated in the application and shall report all convicted violations of state, federal or municipal law involving the applicant, interested persons or the unlicensed premises while under the applicant’s proprietorship.
   (B)   At the time of each original application for a license, the applicant shall pay in full an investigation fee in an amount set by City Council resolution. All investigation fees are non-refundable.
   (C)   At any time that an additional investigation is required because of a license renewal, a change in ownership or control of the license or because of an enlargement, alteration or extension of premises previously licensed, the licensee shall pay an investigation fee in an amount set by City Council resolution. All investigation fees are non-refundable. The investigation fee shall accompany the application.
