(A) Minors. A minor may not sell or consign, or attempt to sell or consign, goods with a secondhand goods dealer or pawnbroker. A secondhand goods dealer or pawnbroker may not receive goods from a minor.
(B) Others. A secondhand goods dealer or pawnbroker may not receive any goods from a person of unsound mind or an intoxicated person.
(C) Identification. A secondhand goods dealer or pawnbroker may not receive goods, unless the seller presents identification in the form of a valid picture driver’s license or official state photo identification, United States passport or military ID.
