No sale of beer shall be made on any Sunday between the hours of 2:00 a.m. and 12:00 noon. No sale shall be made between the hours of 2:00 a.m. and 8:00 a.m. on any other day. No licensee may sell beer between the hours of 1:00 a.m. and 2:00 a.m. unless the licensee has obtained a permit from the State Commissioner of Public Safety and has been issued a special license by the city. The annual application fee for the special license shall be set forth by resolution of the City Council.
